What is covered by General Permit #2?

General Permit #2 is a statewide permit authorized by the Iowa Department of Natural Resources (IDNR) for stormwater discharge associated with construction activities. The IDNR’s General Permit is authorized by the Environmental Protection Agency (EPA) under Clean Water Act regulations.

The intent of the regulation is to reduce the amount of stormwater pollutants and sediment that is carried to nearby waterways from construction sites. Construction site owners must file a Notice of Intent (NOI) to the IDNR for coverage under their General Permit. The owner is required to install sediment control practices and erosion control practices to prevent stormwater pollution. Additionally, the construction site owner must abide by good housekeeping practices to keep a construction site clean.

General Permit No. 2 also requires routine inspections of the construction site for compliance with the approved Stormwater Pollution Prevention Plan (SWPPP).
