Iowa Stormwater Essentials Webinar – A Beginner’s Guide to Stormwater Management

Iowa Stormwater Essentials is an introductory webinar for anyone new to stormwater management in Iowa. This training covers the fundamentals of how stormwater is generated, regulated, and managed, giving participants a solid foundation for understanding stormwater programs and practices across the state.

This training is ideal for new municipal employees, summer interns, students, recent graduates, engineers early in their careers, and local leaders or legislators seeking a working knowledge of stormwater management in Iowa.

Free for ISWEP city, county, and educational agency members.

Learning Objectives

Upon completion of this training, you’ll be able to:

  • Explain how stormwater runoff is generated and why urbanization increases runoff volume, speed, and pollutant load
  • Describe the regulatory framework for stormwater in Iowa, including the Clean Water Act, NPDES program, general permits, and MS4 permits
  • Identify the six Minimum Control Measures and the roles of federal, state, and local government in stormwater regulation
  • Distinguish between construction and post-construction stormwater management practices and explain their purposes
  • Recognize key design standards used in Iowa, including ISWMM and SUDAS
  • Understand how stormwater programs are planned at the watershed level and funded through utility fees and other sources

Your Presenters

Loulou Dickey, PhD

Executive Director, ISWEP

Loulou is a water resources scientist with a Ph.D. in Civil Engineering from Iowa State University. Her background spans consulting, state government, and the nonprofit sector, and her work at ISWEP focuses on translating scientific research into practical tools that help Iowa communities protect water quality.

Pat Sauer, CPSS

Strategic Advisor, ISWEP

Pat founded ISWEP in 2005 and grew the organization into a statewide leader in stormwater education, now serving 75 members across Iowa. A Certified Professional Soil Scientist, she continues to support ISWEP’s training programs and the Iowa Stormwater Management Manual Technical Committee.
