Loulou Dickey, Executive Director

Loulou is a water resources scientist who earned her Ph.D. in Civil Engineering from Iowa State University, where her research focused on urban and agricultural water management with an emphasis on environmental and social justice. Her diverse background across consulting, state government, and nonprofit sectors provides her with varied perspectives on water management challenges. In her role at ISWEP, she works to translate scientific research into practical tools and resources that help Iowa communities protect water quality while meeting regulatory requirements.

Pat Sauer, Founder & Strategic Advisor

Pat founded ISWEP in 2005 and has been instrumental in growing the organization into a statewide leader in stormwater management, now serving 75 members across Iowa. Under her leadership, ISWEP developed comprehensive certification and training programs, along with an extensive library of resources supporting municipalities and stormwater professionals. A Certified Professional Soil Scientist, Pat continues to support ISWEP in an advisory role, contributing her expertise to the Educational Toolbox Program, training events, and the Iowa Stormwater Management Manual Technical Committee.

Tim Read, Visual Communications Coordinator

Tim Read has been a professional illustrator and graphic designer for over 30 years. He began working with ISWEP as a contractor in 2010. In December, 2025 he joined the team as the part-time Visual Communications Coordinator. Tim is responsible for several logo designs, illustrations and other visual elements that support the work of ISWEP and its affiliated departments.

Outside of ISWEP Tim works as a children’s book illustrator helping independent authors realized their dream of becoming self-published. Tim is the creator of the educational children’s book series, My Very Silly Monster. Tim also teaches children’s art classes at area schools and the local arts center in Ames, Iowa. 

Tim lives and works in Ames, Iowa with his wife and four children.
