About the Iowa Stormwater Education Partnership

Established in 2005 in response to federal Clean Water Act regulations, the Iowa Stormwater Education Partnership (ISWEP) unites 75 members across Iowa—including cities, universities, counties, and professional organizations—in a shared mission to protect water quality and manage stormwater effectively. As a registered 501(c)(3) non-profit organization since 2016, ISWEP serves as the state’s leading resource for stormwater management education, training, and technical assistance.

Through comprehensive educational programs and professional certifications, ISWEP helps Iowa communities understand and implement effective stormwater management practices while meeting regulatory requirements. Our certification programs provide essential training for professionals working in construction site inspection, SWPPP design, residential construction, stormwater infrastructure maintenance, and winter maintenance operations. These programs, available both in-person and through convenient eTraining platforms, ensure Iowa’s workforce stays current with the latest stormwater management practices.

ISWEP develops and distributes educational resources tailored to member needs, supporting compliance with the six Minimum Control Measures required in MS4 permits. Our toolkits include technical guidance documents, public outreach materials, and other resources that communities can customize for local use. We also provide technical documents such as model ordinances, inspection forms, and templates designed specifically for Iowa conditions based on direct member input.

ISWEP is governed by a Board of Directors comprised of experienced stormwater professionals who provide strategic oversight for the organization. Through our member-driven approach, we deliver innovative, affordable solutions that protect residents while addressing each community’s unique needs, working to strengthen Iowa’s resilience to flooding, protect water quality, and support economic growth through effective stormwater infrastructure investments.
