Homebuilder SWPPP Supervisor (HBSS)

The HBSS program provides specialized certification for residential builders responsible for managing stormwater pollution prevention on individual lot construction. Designed specifically for small residential home builders and developers, this targeted training addresses the unique challenges of residential sites, including critical differences between Partial and Complete Transfers of Responsibility under General Permit #2.

Learning objectives

Upon completion of this course, participants will be able to:

  • Apply regulatory requirements for stormwater permitting specific to residential construction
  • Develop effective SWPPPs for individual residential lots
  • Properly install, maintain, and inspect erosion and sediment control BMPs
  • Identify when maintenance is needed and recognize proper versus improper installations
  • Implement appropriate good housekeeping practices for preventing stormwater pollution
  • Navigate transfer of responsibility requirements for residential development

Certification process

  1. Complete the full HBSS training (online, in-person, or virtual)
  2. Pass the certification exam
  3. Sign the HBSS Code of Ethics

Upon successful completion, your certification is valid for three years and includes listing in our statewide database of certified professionals. Recertification training is required to maintain your credentials.
