About the Iowa Stormwater Education Partnership (ISWEP)
Our mission is to enable everyone to value and improve water quality by providing education and technical services.
U.S. Environmental Protection Agency MS-4 stormwater regulatory requirements prompted our founding in 2005. More than 13 years later, our goal is twofold: compliant and effective local stormwater management programs with unified education and outreach delivered statewide.
The majority of MS-4 cities and universities in Iowa are members of ISWEP. Numerous non MS-4 cities have found ISWEP valuable in developing their stormwater management programs. ISWEP is also comprised of stormwater professionals and consultant groups through educational groups, stormwater professionals, businesses, and individual membership options.
In January of 2016 ISWEP became its own 501(c)(3) non-profit organization.
Pat is a Certified Professional Soil Scientist and CPESC. She directs the ISWEP program, oversees the Educational Toolbox Program for MS-4 and education members, organizes and conducts training events, and is involved with the Iowa Stormwater Management Manual Technical Committee.

During her career with the IDNR and the Iowa Association of Municipal Utilities, Patti was involved with helping Iowa communities, businesses, and organizations find solutions to stormwater problems. At the DNR, Patti was responsible for coordinating the multi-agency, $3 billion State Revolving Fund for finance of water quality improvements. Patti has a B.A. and M.S. from Iowa State University.
